Instructions

  1. Before beginning this course, you must complete the "Department of Defense Opioid Prescriber Safety Training Program (OPST)” in the JKO system.  Visit JKO at https://jkodirect.jten.mil/Atlas2/page/login/Login.jsf, and search for the course by name or ID number (1176).
  2. At the completion/end of the OPST course in JKO, you will receive “How to Obtain CE” information including an access code.
  3. Return to this DHA J-7 CEPO page (which you're viewing now). (Bookmark it in your browser now, or use the keyword "opioid" to search for this page later.)  Click the "Register" tab, and enter the access code that you received from JKO upon completing the course in the JKO system.  Then click the "Take Course" tab and the "Take Course" button to begin the course.  Note:  you will NOT be required to complete all the course requirements (e.g. video and posttest) again.  Instead, you will complete a course evaluation survey and then claim your CE/CME credits.

Program Description

The Department of Defense (DoD) Opioid Prescriber Safety Training Program stems from the presidential memo, "Addressing Prescription Drug Abuse and Heroin Use," from October 2015 that mandated training for all providers, residents, and clinical trainees in federal health care facilities who prescribe controlled substances. The memo is accessible at http://go.wh.gov/QyMgQT. It was created by tri-service experts and equips providers to improve patient outcomes for substance use disorders and pain management.

This program was developed in 2020 as an update to the previous 2016 DoD Opioid Prescriber Safety Training Program.

Target Audience

This activity provides continuing education for physicians, nurses, physician assistants, pharmacists, pharmacy technicians, and dentists.  A certificate of attendance is available for other attendees. 

Learning Objectives

  1. Explain the historical background that influenced the development of Opioid Prescriber Safety Training (OPST).
  2. Comprehend the importance of the OPST by reviewing outcome data.
  3. Analyze the Military Health System (MHS) Opioid Prescribing Trends.
  4. Summarize ways to collaborate with patients to create pain treatment goals that are achievable and relevant to the patient.
  5. Analyze how to refer and connect appropriate patients with chronic and acute pain for cognitive behavioral therapy for pain.
  6. Recognize indications for prescribing naloxone to patients.
  7. Comprehend the substance use disorders (SUDs) and other Behavioral Health (BH) comorbidities that occur when managing pain, the available psychotherapies, and Medication Assisted Treatments (MATs) available within DoD upon referral.
  8. Recognize the misuse potential and BH related problems that may occur when prescribing controlled substances including overdose, accidental death, and suicide.
  9. Identify potential Substance Use and Opioid Use Disorders (OUDs).
  10. List opioid risk mitigation recommendations and increase use of risk mitigation tools and resources.
  11. Explain key components of the Opioid Overdose Education and Naloxone Distribution (OEND) efforts to increase availability to naloxone to patients at risk.
  12. Comprehend when an active duty beneficiary’s controlled substance prescription will expire according to the new DoDI 1010.16.
  13. Compare opioid safety and naloxone prescribing tools in CarePoint.
