Edna Garcia-Kelley, MPH, BSN, RN

Edna Garcia Kelley, MPH, BSN, RN, is currently the Nurse Consultant at the Defense Health Agency (DHA)/Defense Public Health, Radiation Safety Division. In this role, she serves as the Radiation Safety Unusual Occurrences and Patient Safety subject matter expert ensuring regulatory compliance for the safe use of radioactive materials and radiation producing devices in support of healthcare delivery, public health, and medical research and development activities within the Military Health System.
Mrs. Garcia-Kelley also performed duties at Defense Centers for Public Health – Falls Church/ Health Readiness Support Division from Oct. 2021 – Mar. 2025 and at Medical Affairs Directorate/Clinical Support Division, Population Health, from Mar. 2020 – Oct. 2021. In this role, she co-authored the first ever MHS Comprehensive Guidelines for Screening, Testing, and Reporting of Blood Lead Levels in Children.
Prior to her duties at DHA, Mrs. Garcia-Kelley served as the Regional Public Health Nurse Consultant at the Department of the Army/Regional Health Command-Atlantic from Jan. 2016 – Mar. 2020. She served multiple roles within the Department of the Army, including assignments at Tripler Army Medical Center, Hawaii, Wiesbaden Army Health Clinic, Germany, and U.S. Army Medical Center of Excellence, Ft. Sam Houston.
Mrs. Garcia-Kelley received her Bachelor of Science in Nursing degree from the University of Santo Tomas and completed her Master of Public Health degree at Saint Mary’s University of Minnesota. She is a recipient of the Army Achievement Medal for Civilian Service, Army Service Commendation Medal, and an Honorary Member of the Regiment (Army Medical Department).
